My 3 year old male cat (neutered at 4 months) still mounts his sister (spayed at same age, 4 months) - he bites her neck - when I am around, I break it up.. but if I'm not home, I hate to think about this going on. What can i do to prevent this behavior?? It doesn't happen very often, but I still don't like it when it does

Even though he has been neutered, this behaviour can be either be just an instinctual act to demonstrate dominance, being in charge of territory or it is just an act of play. When he is biting her - he likely is not hurting her. If he is, then there maybe more of an issue here - such as a medical condition.
The best thing to do when this is happening is to re-direct his attention elsewhere. Use a wand toy to lure him away from her or toss a toy in another direction. Before you leave the house - have a playtime session with him of a minimum of 15 minutes. This will allow him to expel energy that he may otherwise use on her.
