This is a really common issue as cats dislike the strong chemical smell and sensation of the cold liquid on their skin.
It can help to apply the liquid when they are aslepp, using the tip of the nozzle to part the fur (rather than your hand), to be extra speedy.
However, it is also an option to use an alternative product. Your vet can issue a prescription tablet (like Credelio or Capstar) or a prescription flea/tick collar like Seresto.
